What is the two-bid system?
Technical and financial bids submitted in separate envelopes, opened in sequence, so price cannot influence the technical evaluation.
The two-bid system (also two-envelope or two-cover) splits a bid in two:
- Technical bid — capability, compliance, approach, documents. No prices.
- Financial bid — the priced offer, submitted sealed and separate.
Technical bids are opened and evaluated first. Only the financial bids of technically qualified bidders are opened afterwards; the rest are returned or destroyed unopened.
Why the sequence matters
If evaluators can see prices while judging technical merit, price influences the technical decision — usually unconsciously, occasionally otherwise. Separating the envelopes removes the possibility rather than relying on discipline.
It also protects bidders: a technically strong bid cannot be quietly disqualified because someone preferred a cheaper option.
Where it is used
Standard for works, consultancy and complex supply in Indian public procurement. Electronic portals implement it with separate encrypted covers that unlock at different times. Private buyers can run the same discipline informally, and often should for anything where capability actually varies.
What people get wrong
Price leaking into the technical bid. A rate card in an annexure, or a proposal that mentions commercial terms, can invalidate the technical bid entirely. Many tenders say so explicitly.
Treating technical evaluation as a formality. If everyone passes, the two-bid structure has achieved nothing and you have simply run a price-only tender with extra paperwork.
Reopening technical criteria after seeing prices. This is the specific failure the system exists to prevent.
