Billing has its own membership list with its own roles, separate from the business team — what each role can do, and why one list could not serve both.
Billing has its own membership list, separate from your business team:

Members are invited, active, or inactive.
Keeping this separate is the point. Your accountant may need every invoice and no access to your catalogue; a sales lead is the reverse. One list could not express both without over-granting somebody.
Why not just use the business team
Because the two questions have different answers for the same people.
An external accountant needs every invoice and should never touch your catalogue. A sales lead needs the enquiry queue and has no business seeing what you spend. One list could not express both without over-granting somebody, and over-granting is how finance access ends up with people who only needed a listing.
